State Human Rights Commission has directed the Principal Secretary to Home Department to frame a scheme for porters working with Army who do not fall in the ambit of present scheme where after any accident they can claim compensation.

These directions have come after the death of a local army porter Nasiruddin son of Jalaluddin Chichi of Khanabal Panzgam area of North Kashmir’s Kupwara district. While deciding the case, SHRC Chairman Justice Bilal Nazki said that a person who was working as a porter with Army has slipped to death in 1997.

“It is unfortunate that a porter who was working with army like a soldier has not been compensated by anybody,” Nazki maintained. He directed the Principal Secretary to Home Department to frame a scheme for such persons who do not fall in the ambit of present scheme.

“Such persons should be treated at par with the soldiers. Furthermore, Deputy Commissioner Kupwara is also directed to take up the matter with the concerned Army unit and ensure that due compensation is paid to the old father of the deceased who died in the prime of his life,” the Commission said and asked both the functionaries to file Action Taken Report within three months.
